I have the honour to acknowledge the receipt of your despatch No. 5827/119/4 of the late January, reporting the initiation and progress of the scheme for the establishment of a University in Hong Kong.
2. I have read with great interest your despatch and its enclosures, and I feel that the Colony is deeply indebted to Mr. Kod... for his generous offer to provide the sum necessary for the University buildings if funds were forthcoming for an adequate endowment.
